Unlike embargoed goods that can find alternative buyers, a country cannot print foreign currency or conjure international credit from domestic resources.
The 2010 Japan-China rare earth dispute revealed both the potency and the limitations of informal resource coercion: China's unofficial export restrictions following the Senkaku/Diaoyu Islands incident caused immediate panic but also triggered Japanese diversification, WTO action, and long-term investment in alternative sources. Short-term resource leverage often catalyzes the very responses that erode future leverage.
Every generation of policymakers rediscovers the same lessons about economic coercion, yet the same mistakes recur: From Napoleon's Continental System to the 1980 grain embargo to contemporary sanctions debates, the pattern repeats: targets adapt, third parties defect, domestic costs mount, and strategic objectives remain stubbornly unachieved. Yet the historical record also shows that when specific conditions align -- multilateral coordination, combined pressures, genuine target vulnerabilities -- economic coercion can prove decisive.
Contemporary US-China competition differs from Cold War precedents in ways that complicate historical analogies: Deep economic integration (versus separate blocs), Chinese state investment capacity (versus Soviet innovation weakness), and divergent allied threat perceptions (versus anti-Communist consensus) all mean that CoCom-era strategies cannot be transplanted directly to current circumstances.
Discussion Questions
The Carter grain embargo failed because alternative suppliers filled the gap, while CoCom technology controls succeeded partly because Western allies controlled virtually all advanced technology. What does this contrast suggest about the conditions under which U.S. sanctions on Chinese technology are likely to succeed or fail? How durable is the current technology chokepoint advantage?
Anti-apartheid sanctions are often cited as a success case, but the chapter notes that sanctions operated alongside internal resistance, security deterioration, and normative delegitimization.
